Spill Response Management Team/QI/IMT Training

2026 Offshore Oil Spill Response Training

This course is designed to meet the Bureau of Safety and Environmental Enforcement (BSEE) training requirements listed in 30 CFR 254.41 (b) and (c) for the spill response management team, Incident Management Team (IMT), and Qualified Individual (QI). The following topics will be covered:

  • Locations, intended use, deployment strategies, and the operational and logistical requirements of response equipment
  • Spill reporting procedures
  • Oil-spill trajectory analysis and predicting spill movement
  • Spill management team responsibilities
  • NIMS Incident Command System (ICS) Fundamentals
  • OPA 90 Liability for Responsible Party (RP)
  • Role of Government – Federal and State; Unified Command (UC)
  • Regulatory Updates
  • Incident Management – Reactive and Proactive Phases
  • Incident Command Post – Physical and Virtual
  • Response Planning – Developing an Incident Action Plan (IAP)
  • Training Requirements – Government Initiated Unannounced Exercises and PREP
  • Alternative Response Technologies

Per BSEE’s NTL 2012-N06, all QI/IMT members identified in an operator’s Oil Spill Response Plan must attend annual classroom training.

This training will also meet the following regulatory training requirements:

  • 33 CFR 155.1055 for the QI and spill management team – Tank Vessels
  • 33 CFR 155.5055 for the QI and spill management team – Nontank Vessels

This training will be conducted virtually via Microsoft Teams. The meeting invitation will be sent prior to the training date to all attendees utilizing the contact information provided with their registration.
