COVID-19 Update: EPA Issues Termination of Temporary Advisory for NPDES Reporting in Response to Pandemic - September 17, 2020

The EPA has issued a memorandum entitled, Termination of Temporary Advisory for NPDES Reporting in Response to COVID-19 Pandemic, signed September 15, 2020. This memorandum announces that the temporary NPDES reporting advisory issued on March 31 is no longer in effect as of August 31, 2020. That date coincides with the termination of the COVID-19 Implications for EPA's Enforcement and Compliance Assurance Program policy that was issued on March 26, 2020.

The guidance specifically includes:
  • Permittees should no longer use NODI Code Z for any monitoring or sampling required after August 31, 2020
  • Code Z will continue to be available for missing or corrected DMRs
  • We will continue to accept/process scanned signature agreements until further notice. But, it clarifies that the corresponding paper signature agreement with wet-ink signature must be mailed and received by the US EPA within a specified timeframe
