MMS Fees and Plans Submission Regulations

As JCC reported earlier, the MMS delayed implementation of the collection of some fees
and plans submission requirements that were published as final rules August 25, 2005
and August 30, 2005 respectfully.
The collection of fees for Pipeline ROW Grant applications ($2350), Conversion
of Lease Term Pipelines to ROW Pipelines ($300), Pipeline ROW Assignment ($60),
Recording of Title and Operating Rights Transfer ($185), and Non-Required Document
Filing ($25) as described in the Federal Register August 25, 2005 will become
effective January 3, 2006.
The implementation of the final rule regarding plans and information submittal
requirements described in the Federal Register August 30, 2005 will become
effective January 1, 2006. The effected regulations are the 30 CFR 250.200 series
(Subpart B). We expect MMS to issue three new NTLs associated with this final
regulation.
