New US Coast Guard & State of Louisiana Request for Facility Reactivation Notification

Due to the extensive damage to the platforms and pipelines as a result of hurricanes Katrina and Rita, the US Coast Guard and the Louisiana Oil Spill Coordinator’s Office are requesting operators of offshore pipelines, and platforms in state and federal waters (within 36 nautical miles of shore) to submit a Facility Reactivation Notice. Unified Command is requesting this advance notification in order to maintain awareness and to coordinate response resources in the event an oil spill occurs during reactivation operations.

Offshore operators within 36 nautical miles of shore, between longitudes 88° 0’ W (eastern extent) and 92° 23’ W (western extent), as well as state water facilities regulated by Sector New Orleans and MSU Morgan City, are affected by this notification request. Please see the attached map for the areas affected by this request. JCC has prepared a mapping program to check applicability. If you would like for JCC to check for your facilities’ applicability, please contact your JCC regulatory consultant, or contact the persons listed below.

This notice should be submitted 36 hours prior to the reactivation of the facility, pipeline and infrastructure. Notifications should be sent to the following FAX machine at the US Coast Guard Command Center in Baton Rouge, LA: (225) 778-3549.

NOTE: This request does not supersede any existing requirement for facility reactivation.
