Hurricane Evacuation and MMS New Cell Phone Numbers
Published on June 9, 2005

With Tropical Storm Arlene in the Gulf of Mexico, please be reminded that evacuation statistics should be transmitted to the MMS’s New Orleans Regional Office before 11:00 am each day that personnel are evacuated or production remains shut- in. Refer to Notice to Lessees and Operators (NTL No. 2005-G06) Hurricane and Tropical Storm Evacuation and Production Curtailment Statistics, for more information. The reporting requirement applies to rigs and production facilities.

The MMS provided Form MMS-132 (attached to NTL No. 2005-G06) for this report. Form MMS-132 can also be found on the MMS’s Internet website at http://www.gomr.mms.gov/homepg/mmsforms/frmindx.html. In addition to Form MMS-132, provide a report containing the following information regarding each facility that remains shut- in because of storm damage:
  • Platform name
  • Daily oil production (BOPD)
  • Cumulative oil shut- in (barrels)
  • Daily natural gas production (MMSCFPD)
  • Cumulative natural gas shut-in (MMSCF)
  • Anticipated time to return to production (Days)
  • Reason for shut- in (facility damage or transportation system damage)
The form and facility shut-in report should be e-mailed to the MMS GOMR at evacstats@mms.gov or faxed to MMS GOMR, Office of Field Operations, Technical Assessment and Operations Support Section, at (504) 736-2941. If you have trouble faxing or emailing the form, it can be faxed to the MMS Headquarters at (703) 787-1093.

In accordance with 30 CFR 250.192(c), you must also notify the MMS GOMR when you resume production. Use the above e- mail address or telefax numbers in the same order of preference to make this notification.

For assistance in this matter, please call your J. Connor Consulting, Inc. consultant or Cathy Thornton at cathy.thorton@jccteam.com or (281) 578-3388.

Also, please be aware that as of May 31st the after-hours contacts for the MMS District Offices and Pipeline Section have changed. Please note that the after-hours pagers have been replaced with the cellular phones listed on the table below. If JCC prepares your MMS Oil Spill Response Plan, you will be receiving replacement pages with these updates very shortly.
