Job Safety Analysis (JSA)

On February 17, 2009 the MMS Gulf of Mexico OCS Region issued Safety Alert No. 276. Recent
investigations of fatal accidents offshore have revealed that the fatalities occurred during
the performance of day-to-day tasks. MMS found that a lack of written procedural guidelines
for these tasks was a cause of the accidents. They also found a lack of understanding by many
operators of what constitutes a Job Safety Analysis (JSA) and that most operators do not have
a formal review process for determining the need for a JSA. MMS stated this is particularly
true where the task may be “routine” and apparently has a low probability for significant
consequences. Another available tool is the Job Hazards Analysis (JHA). It is used to review
the scope of work to be performed on a broad scale.
Once the process has revealed the hazards, a strategy must then be developed to eliminate
or reduce them.
MMS Recommendations
- Operators develop a systematic approach for evaluating all tasks to identify those tasks that have severe or fatal consequences should an accident occur.
- Operators consider inclement weather as a potential hazard to both routine and non-routine operations.
- Once the tasks have been identified, operators should conduct the necessary JHA and/or JSA to identify those hazards that could lead to potentially severe or fatal consequences.
- The operator should then eliminate the hazard(s) or reduce the severity of consequences through design engineering, administrative controls, or written procedures and/or guidelines.
