PRODUCED WATER HYPOXIA STUDY PARTICIPATION AGREEMENT IS HERE!!!

The EPA Region 6 General NPDES Permit requires operators that discharge produced water in the hypoxic zone of the Gulf of Mexico, as defined by the lease blocks specified below, must conduct sampling or, alternatively, participate in an industry-wide study.

OOC, along with API and DOE, have coordinated the industry-wide study, which is ready to get kicked off. The good news is that API and DOE have provided funding in the amount of $140,000, which should be enough to complete the sampling program. If you do the math correctly, that means that the industry-wide study is a really good deal! You don't have to be an OOC member to participate, but OOC hopes that all non-members will see how being an OOC member can be quite beneficial. OOC will continue to work with EPA and MMS to complete the study and work toward getting the permit re-issued in three years. Once the study is completed then EPA will determine if the study will continue with the re-issued permit.

HOW TO PARTICIPATE
  • Go to the OOC website at www.offshoreoperators.com and click on the "Hypoxia Zone Survey" on the home page. A web-based participation form will pop up that will instruct you to provide the information requested.
  • Complete the form for each platform and lease you operate in the list of lease/blocks from the drop-down box (although only platforms with produced water discharges are required to sample, a lease could have a future produced water discharge platform).
  • Click on the "Participation Agreement", print, sign, and send it to OOC at the address provided (only one agreement per company required).
  • After submitting your first platform, the next page will provide an opportunity to add another platform.
The data submitted for each platform will assist OOC in selecting the platforms that will be sampled. All sampling instructions will be sent to the contact person and platform for the sampling (a total of 50 platforms will be sampled).

The period to join the industry-wide study will be open until February 28, 2005; however, the early submittal of data will help OOC validate the platforms that have been randomly selected for sampling.
