The Louisiana Office of Conservation has adopted a new policy for OCS operators, requiring them to obtain a generator code number in order to ship E&P wastes to Louisiana waste disposal facilities.

In the past, an OCS operator shipping waste to a Louisiana disposal facility, who did not also operate a well within the State of Louisiana (either onshore or state waters), was required to obtain a UIC-23 Permit from the Louisiana Office of Conservation (LOC). UIC-23 permits are site specific and expire within 2 weeks after issuance, unless extra time is justified and approved by LOC.

Effective immediately, the LOC has initiated an alternative, less burdensome option.

  • OCS operators may now submit an organization report (Form OR-1) identifying their operation type as Offshore/Out-of-State Waste Generator.

  • No fee is required when applying only for a waste generator code.

  • If the OCS applicant operator has previously been a Louisiana operator, their original operator code number will be reactivated.

  • If the applicant operator is applying for a waste generator number and has not previously been a Louisiana operator, the code assigned will be distinguished by the letters “EP” before a 4 digit number.

  • Form OR-1 is filed annually to maintain a valid code number. (cont.)
Any operator with a valid code number may use it for shipping waste. However, an operator who obtains a number exclusively for use in shipping waste cannot use the number to drill wells in Louisiana without reapplying for that purpose and paying the required fee.
