NTL No. 2006-G21
MMS Regional and Sub-Regional Oil Spill Response Plans

The MMS published NTL No. 2006-G21 on October 26, 2006, with an immediate effective date. This NTL supersedes NTL 2002-G09, effective October 1, 2002, on this subject.

This NTL provides:
  • additional guidance on the review and update of Oil Spill Response Plans (OSRP)
  • recognizes the National Incident Management System
  • adds a new Section 22 to OSRPs regarding prevention measures for facilities located in state waters
  • updates regulatory citations
  • and makes a few minor, technical amendments

Comparison of the old and new NTL:
  • Encourages operators to submit the OSRP on CD-ROM (pdf).
  • Recognizes the National Incident Management System (NIMS).
    • The Spill Management Team (SMT) must be structured using the NIMS version of ICS (e.g., Incident Command, Logistics, Operations, Planning, Finance).
  • Adds a new Section 22
    • Regarding prevention measures for facilities located in state waters
  • Requires email addresses for QI and SMT members
  • Requires operators with leases or facilities in the Flower Garden Banks Oil Spill Planning Area to have provisions for obtaining real-time onsite meteorological information to use in trajectory simulations by joining and using an established and recognized data gathering system (such as that developed by the "Flower Garden Banks Oil Spill Planning Area Joint Industry Project" or equivalent system) or by installing the necessary equipment at their facility.
  • Identifies SMT members who must attend annual classroom training and includes the QI.
  • Requires operators to conduct QI notification exercises for each platform manned on a 24-hour basis within 15 days after acquiring or installing a facility or after becoming the designated lease operator for the facility.
  • Operators must describe how they will support operations to a worst case discharge at a drilling or production facility by providing onsite storage for a blowout lasting 30 days.
