MMS Incident Reporting Requirements – Effective today

MMS published a final rule on April 17, 2006, revising MMS requirements for reporting incidents associated with OCS oil and gas
and sulphur operations. This rule (30 CFR 250.187 - .190 and 250.490) clarifies reporting requirements and provides more
precise definitions and reporting timeframes. It broadens the scope of serious accidents and serious injuries to include those
incidents that had the potential to be serious. MMS is requiring reporting down to this level to learn more about the causes of
all incidents.
JCC recommends the following actions:
- Prepare company incident reporting policy or revise internal policy to incorporate new regulations.
- Reporting of the incident should be made after safety of personnel and security of the facility is assured,
or there is an opportunity to make the report without interfering with on-going efforts to restore safety and security.
- Inform employees and contract personnel of the requirements for reporting incidents.
- Schedule initial training and on-going training program to include:
- Personnel responsibilities
- Definition of incidents and reporting guidelines
- Procedures for making reports, including development of report forms and communication protocols
- Implement procedures to ensure that reporting of incidents to an MMS official can occur any hour of the day or week.
- Audit facilities to ensure compliance with company policy and MMS regulations.
