Reissuance of Water Discharge General Permit LAG330000 for Discharges from Oil & Gas Exploration, Development, and Production Facilities Located within Coastal Waters

The Louisiana Department of Environmental Quality (LDEQ) is in the process of reissuing the Oil & Gas Coastal Waters General Permit (LAG330000) within the next two months. The “DRAFT” LAG330000 is currently on public notice until August 1, 2005. The public notice for this permit can be viewed at: http://www.deq.louisiana.gov/news/pubnotice

The first step in meeting the requirements that LDEQ outlined in a mass mailing dated July 7, 2005, will be to send written notification to LDEQ that coverage is desired under the soon-to-be reissued LAG330000 permit.

As the renewed LAG330000 will require that specific location names, such as production facilities, along with wells associated with the facility, and/or independent wells, be issued under distinct permit numbers, a list should be compiled of active and inactive LDEQ Water Permits to investigate whether your company’s coverage meets your current facility needs.

Now is also the appropriate time to determine whether outfalls under your existing LAG330000 coverage should be eliminated. In addition, any Individual LPDES Permits issued for your properties that are within the geographic Coastal Subcategory should be examined for their potential to be transferred to LAG330000 type coverage.
