Cathy has over 15 years of experience in federal offshore regulatory processes. Her areas of expertise include permitting and compliance from lease acquisition to decommissioning and site clearance including assignments, designations of operator, oil spill financial responsibility, due diligence audits; and exploration, development, and production operations.

Cathy is responsible for exploration plans, well permitting, development plans and development permitting for structures, facilities, pipelines, commingling and measurement and all other MMS, United States Coast Guard (USCG) and United States Army Corps of Engineers (COE) requirements for exploration, development and production of offshore leases. She also reviews proposed and final regulations pertaining to client operations to ensure compliance in all areas of offshore operations.

Cathy’s prior experience includes four years as Regulatory Manager for El Paso Production Company. Prior to El Paso, Cathy was with JCC for 10 years where she served as the Federal Regulatory Team Leader.
